SUBJECT: Award Bid No. 24-31 Taxiway E Relocation at Killeen Regional Airport
BACKGROUND AND FINDINGS:
A portion of Taxiway E at the Killeen Regional Airport needs rehabilitation. However, due to changes in Federal Aviation Administration (FAA) taxiway design standards, any rehabilitation to this taxiway requires relocation.
The City applied for and received an FAA Airport Improvement Program (AIP) grant for the design phase of this project. The project design is complete, and bids have been received. The construction phase of this project will be funded through a combination of funding from the FAA AIP, FAA Discretionary funds, a Community Project Funding grant supported by Congressman Pfluger and the match will come from the Passenger Facility Charge (PFC) Fund.
Advertising began on May 12, 2024, and appeared in the local newspaper as well as the City’s website. Additionally, it was advertised on multiple statewide electronic bidding sites. A pre-bid meeting was held on May 21, 2024 with five (5) general contractors and two (2) sub-contractors attending.
Bids were opened on June 12, 2024, and the City of Killeen received three (3) bids as follows:

A thorough review of each bid package was completed by the airport’s consultant and staff and one bidder, Gage & Cade Construction, LLC, was disqualified for an incomplete bid due to an incomplete Bid Form, incomplete DBE documentation, and insufficient Good Faith Efforts (GFE).
The lowest responsive bidder was TTG Utilities, Inc. with a submitted bid total of $6,844,245.00 for the recommended Bid Schedule A - Concrete Taxiway Pavement Section and Additive Alternate 1, 15’ Asphalt Shoulders. Our airport staff and consultant believe that the bid submitted by TTG Utilities, Inc. meets all bid requirements and is the best value for the Killeen Regional Airport. Therefore, the consultant and staff’s recommendation is to award the construction contract to TTG Utilities, Inc. in the amount of $6,844,245.

Yes, fund balance is available in the Aviation Passenger Facility Charge (PFC) Fund and will be appropriated to account 529-0510-521.69-07 in the amount of $684,425, and $6,159,821 will be appropriated to the Aviation CIP Grant Fund in account 524-0515-521.69-03 for the FAA Airport Improvement grant, FAA Discretionary Funds, and Community Project Funding grant, upon approval of the year-end budget amendment.

RECOMMENDATION:
Staff recommends that the City Council award a construction contract to TTG Utilities, Inc. in the amount of $6,844,245 for the Taxiway E Relocation Project and authorize the City Manager or designee to execute all contract documents and any and all change orders or actions within the amounts set by state and local law.
