SUBJECT:                      Interlocal Agreement with CTCOG for Household Hazardous Waste Event                                         

 

BACKGROUND AND FINDINGS:

The City of Killeen Recycling Operations Division hosts annual Household Hazardous Waste (HHW) events to provide residents a safe and legal means to dispose of a variety of caustic, corrosive, poisonous, and toxic materials commonly used in the home.  These events help protect our surface and underground water sources, provide for the recycling or reuse of certain potentially hazardous materials, and protect solid waste workers and equipment.  Funding from the Central Texas Council of Governments (CTCOG) for the June 13, 2020 event will allow the citizens from the seven county CTCOG region to participate. 

 

The City of Killeen has a history of hosting HHW events going back more than a dozen years.  Some events have been sponsored by CTCOG with funds received from the Texas Commission on Environmental Quality and some sponsored solely by the City of Killeen.

 

As the City and much of the CTCOG region share a common watershed, it is desired that all CTCOG region residents be able to participate in the June 13, 2020, HHW Collection event.  Entering into this Interlocal Agreement and accepting a $15,000 contribution from CTCOG will facilitate this opportunity.  The event will be held at the Killeen Special Events Center.  Under the Interlocal Agreement, CTCOG will contract for hazardous waste collection services for the HHW event contributing up to $15,000.00 and the City will reimburse CTCOG the difference between the dedicated amount and the total event cost up to $45,000.00. 

 

THE ALTERNATIVES CONSIDERED:

The alternatives are: (1) Conduct an event open solely to residents of the City of Killeen; (2) Accept additional funding from CTCOG to help fund the event and open it to all CTCOG region residents.

 

Which alternative is recommended? Why?

Staff recommends alternative two (2); allowing the execution of the interlocal agreement with the CTGOG to provide additional funding for the event. This event would also afford residents of seven (7) counties the opportunity to dispose of hazardous products, keeping them out of the waste stream and protecting our common watershed.

 

 

CONFORMITY TO CITY POLICY:

The City's Purchasing Manual recognizes City Council's ability to approve interlocal agreements authorized by Texas Government Code, Chapter 791. Interlocal Cooperation Contracts.

 

 

FINANCIAL IMPACT:

 

What is the amount of the expenditure in the current fiscal year? For future years?

The estimated cost of this event is $45,000. This agreement provides that CTCOG will pay $15,000 for the budgeted event in this fiscal year and that the City will pay an amount not to exceed $45,000.

 

Is this a one-time or recurring expenditure?

This is a one-time budgeted expenditure.

Is there a sufficient amount in the budgeted line-item for this expenditure?

Yes, funds are available in account 540-3470-439.50-40, Designated Expenses / Refuse Disposal Costs to host the HHW event. This agreement provides an additional $15,000 contribution from CTCOG.

 

RECOMMENDATION:

Staff recommends that the City Council authorize the City Manager or his designee to execute an Interlocal Agreement between the City of Killeen and the Central Texas Council of Governments providing for a $15,000 contribution of additional funds for a HHW event.
