BACKGROUND AND FINDINGS:
The Killeen Police Department (KPD) utilizes a variety of technology, equipment, software, and services provided by Axon Enterprise, Inc. (Axon), including body-worn cameras, in-car camera systems, TASER devices, automatic license plate recognition technology, virtual-reality-based training, Fusus technology, and digital evidence management.
On October 1, 2024, City Council approved Resolution No. 24-180R authorizing an eight-year agreement with Axon Enterprise, Inc. in the amount of $13,725,000. The agreement consolidated the Police Department's existing Axon technology and services into a single agreement, including body-worn cameras, TASERs, automatic license plate readers, virtual-reality-based training, Fusus technology, and associated evidence management. Existing individual agreements for TASER and Fusus products and services were terminated and incorporated into the consolidated agreement.
On October 7, 2025, City Council approved Resolution No. 25-156R authorizing the City's FY 2026 fleet replacement procurement. As part of that procurement, the City authorized the purchase of 16 Police Interceptors and $374,103.68 in Axon camera systems to equip the replacement Police vehicles.
In December 2025, KPD executed an additional Axon agreement in the amount of $183,331.50. The agreement added equipment, software, and services for five additional users, including Body 4 cameras, an additional docking station, Officer Safety Plan licensing, unlimited Auto-Transcribe, and Draft One AI-assisted report writing. The agreement established installment payments extending through November 2031.
KPD now proposes replacing and consolidating the City's existing Axon agreements into a new ten-year agreement beginning January 1, 2027 and ending December 31, 2036. The proposed agreement has a total contract value of $21,153,653.30 and will supersede the existing Axon agreements upon execution.
In addition to continuing the City's existing Axon products and services, the proposed agreement expands the City's public safety technology capabilities through the addition of:
• Four Drone as First Responder (DFR) docks and associated DFR program services, providing strategically located launch points that allow drones to respond to appropriate calls for service prior to or in conjunction with ground units;
• Flight-safety radar, supporting drone operations within the local airspace;
• 28 Axon Outpost license plate recognition units, expanding fixed license plate recognition coverage throughout the City;
• Dedrone Counter-UAS nodes, providing Remote ID detection capabilities for drone activity; and
• Auror Retail Crime Hub, providing a platform for information sharing related to retail crime.
These additions integrate with KPD’s existing Axon Evidence and Fusus environment, allowing information and digital evidence generated through the expanded technology to utilize the Department’s existing evidence-management and chain-of-custody processes.
The DFR component is intended to provide KPD’s Real Time Crime Center and responding personnel with information from an incident before or during the arrival of ground units. During a 2026 trial of the technology, KPD conducted both dock-based DFR and patrol-led drone operations. The trial demonstrated the ability to provide responding personnel with information prior to arrival and, in some instances, clear calls without requiring a patrol response.
Although KPD will be the primary operator of the DFR program, the technology may also support other City operations. Potential applications include Fire response, infrastructure and facility inspections, traffic and environmental monitoring, event management, and code enforcement activities.

Axon Enterprise, Inc. is available through BuyBoard Purchasing Cooperative Contract No. 743-24. Purchases made through an approved purchasing cooperative satisfy applicable competitive procurement requirements pursuant to Texas Local Government Code Section 271.102.
BuyBoard Contract No. 743-24 is incorporated by reference into the terms and conditions of the proposed Axon agreement.

The proposed agreement has a ten-year term beginning January 1, 2027 and ending December 31, 2036, with a total contract amount of $21,153,653.30. The agreement will replace the City's existing Axon contractual obligations and add the DFR program and other public safety technology, equipment, software, and services.
The City's existing Axon obligations consist of the eight-year agreement authorized by Resolution No. 24-180R, the Axon equipment associated with the FY 2026 fleet replacement authorized by Resolution No. 25-156R, and the December 2025 Axon agreement. Resolution No. 24-180R established payments of $1,714,611.01 annually through FY 2031. Resolution No. 25-156R authorized $374,103.68 for Axon camera systems for 16 replacement Police vehicles, with scheduled payments extending through FY 2032. The December 2025 agreement totaled $183,331.50, with payments extending through FY 2031.

The proposed agreement results in no material change to the City's currently scheduled Axon payments in FY 2027 and FY 2028. Beginning in FY 2029, the proposed annual payments exceed the amounts currently scheduled under the existing agreements. During FY 2027 through FY 2032, the period in which the existing and proposed payment schedules overlap, the proposed agreement results in approximately $944,261 in additional expenditures.
The City's currently scheduled Axon payments end in FY 2032. The proposed agreement extends the contractual term through FY 2036, resulting in an additional $9,470,115.15 in payments during FY 2033 through FY 2036. The total difference between the remaining payments under the existing agreements and the proposed ten-year agreement is $10,414,375.91.

RECOMMENDATION:
City staff recommends that the City Manager or his designee be authorized to execute a ten-year agreement with Axon Enterprise, Inc., replacing and consolidating the City's existing Axon agreements and adding the Drone as a First Responder program and associated public safety equipment, software, licensing, and services, for a total contract amount of $21,153,653.30, subject to annual appropriation.
