Presiding:                     Mayor Debbie Nash-King

 

Attending:                     Mayor Protem Riakos Adams, Councilmembers Anthony Kendrick, Nina Cobb (via Zoom), Jose Segarra and Jessica Gonzalez

 

Absent:                      Councilmembers Ramon Alvarez and Joseph Solomon

 

Also attending were City Manager Kent Cagle, Assistant City Manager Jeffery Reynolds, Assistant City Manager Laurie Wilson, City Attorney Holli Clements, Deputy City Secretary Beatrice Canseco and Sergeant-at-Arms Rivera

 

Mayor Nash-King gave the invocation.  Councilmember Segarra led everyone in the Pledge of Allegiance.

 

Approval of Agenda

 

Motion was made by Mayor Protem Adams to approve the agenda, as presented.  Motion was seconded by Councilmember Segarra.  The motion carried unanimously (5-0).

 

Presentations

 

PR-25-031                     Presentation recognizing Veterans Cemetery Customer Satisfaction Score

 

                                          Staff Comments: Laurie Wilson, Assistant City Manager

Ms. Wilson introduced Dr. John Kelley, Director of the Texas State Veterans Cemeteries, who presented the results of the Department of Veterans Affairs’ annual satisfaction survey on services provided at the State Veterans Cemetery grounds.

 

On behalf of the Texas Veterans Land Board, Dr. Kelley awarded the City of Killeen a certificate recognizing their exceptional dedication and service to veterans and their families, which earned a 99.28% customer satisfaction rating in the Texas Cemetery Program for 2025.

Regular Session

 

Consent Agenda

 

RS-25-190                     Consider a memorandum/resolution accepting the Victims of Crime Act (VOCA) 2026 Crisis Assistance Program grant through the Office of the Governor, Criminal Justice Division.

 

RS-25-191                     Consider a memorandum/resolution authorizing the award of RFP 25-37, Utility Bill Print and Mail Outsourcing to Info Send, Inc., in the annual amount of $479,016.00.

 

RS-25-192                     Consider a memorandum/resolution authorizing an agreement with Quick Roofing (TIPS Contract #25010401) for roof replacement at the Killeen Arts and Activities Center, Building G, in the amount of $181,126.32.

 

Motion was made by Mayor Protem Adams to approve the Consent Agenda, as presented.  Motion was seconded by Councilmember Kendrick.  The motion carried unanimously (5-0).

 

Public Hearings

 

PH-25-075                     Hold a public hearing and consider an ordinance requested by Republic Engineering & Development Services, on behalf of Hereford Development, LLC and the Sheryl Yowell Anderson 1998 Trust ETAL, (Case# Z25-36) amending the Planned Unit Development (PUD) zoning designation of approximately 390.72 acres out of the M. J. Pleasant Survey, Abstract No. 652 and the S. D. Carothers Survey, Abstract No. 177.  The subject property is generally located south of Stagecoach Road and west of East Trimmier Road, Killeen, Texas.

 

The City Secretary Read the caption of the ordinance:

AN ORDINANCE AMENDING THE CITY OF KILLEEN ZONING ORDINANCE BY CHANGING THE ZONING OF APPROXIMATELY 390.72 ACRES OUT OF THE M. J. PLEASANT SURVEY, ABSTRACT NO. 652 AND THE S. D. CAROTHERS SURVEY, ABSTRACT NO. 177, TO AMEND THE PLANNED UNIT DEVELOPMENT (PUD); PROVIDING A SAVINGS CLAUSE; PROVIDING FOR THE REPEAL OF CONFLICTING PROVISIONS; PROVIDING FOR AN EFFECTIVE DATE.

This item was presented to City Council during their Work Session.  Ms. Meshier was available to provide additional information and to answer questions.

 

Applicant representative, Chris Doose, Founder and CEO of Flintrock Builders, spoke in favor of the ordinance.

 

Mayor Nash-King opened the public hearing.

 

Michael Fornino spoke in opposition of the ordinance.

 

Mellisa Brown spoke in opposition of the ordinance.

 

With no one else appearing, the public hearing was closed.

 

Motion was made by Councilmember Segarra to approve PH-25-075.  Motion was seconded by Mayor Protem Adams.  The motion carried unanimously (5-0).

DS-25-056                     Parks Master Plan Progress Update

Mr. Murphy presented this item to City Council for discussion.  Mr. Murphy was available to provide additional information and to answer questions.

With no further business, upon motion being made by Mayor Protem Adams, seconded by Councilmember Gonzalez, and unanimously approved, the meeting was adjourned at 4:17 p.m.
