SUBJECT:                     Amendment to an Interlocal Agreement for Regional Homelessness Cooperation and a Strategic Plan                     

 

BACKGROUND AND FINDINGS:

 

On January 25, 2022, the City Council authorized an interlocal agreement with the City of Temple to create a Strategic Plan and provide for cooperation to address homelessness.  This interlocal agreement allowed the City of Killeen and the City of Temple to hire a consultant to work on the Strategic Plan.  On February 14, 2023, the City Council adopted the Homelessness and Mental Health Strategic Plan. 

 

In order to move forward with implementation of the Strategic Plan, staff from the City of Killeen and the City of Temple have determined that it would be beneficial to retain additional services from the consultant during initial implementation.  The original agreement set the maximum expenditures from each city at $50,000.  This amendment would increase the total expenditure to $70,000 from each City.

 

 

THE ALTERNATIVES CONSIDERED:

 

1.                     Do not approve an amendment to the interlocal agreement with the City of Temple.

2.                     Approve an amendment to the interlocal agreement with the City of Temple.

 

Which alternative is recommended? Why?

 

Alternative 2, approve an amendment to the interlocal agreement with the City of Temple.  This will provide additional funding for support as we move forward to execute the strategic plan.

What is the amount of the expenditure in the current fiscal year? For future years?

 

This amendment authorizes the expenditure of an additional $20,000 in FY 23.

This is a one-time expenditure.

 

Is this expenditure budgeted?

 

CDBG-COVID funds were reprogrammed for Public Health and Safety in account 228-3250-426.50-86 in project code 20V024.  The additional $20,000 is available and will be included in the mid-year budget amendment, pending approval of this amendment.

RECOMMENDATION:

 

Staff recommends that the City Council authorize an amendment to the Interlocal Agreement with the City of Temple for Regional Homelessness Cooperation.
