SUBJECT:                     Authorize the award of a contract to Gary W. Purser Construction Ltd. to construct the South Water Supply Project, Phase 1: Lower Pressure Plane Water Main                                          

 

BACKGROUND AND FINDINGS:

 

Bell County Water Control and Improvements District No. 1 (WCID #1) is currently building a new water treatment plant at Stillhouse Hollow Lake and a large transmission main to deliver 10 MGD of treated water to the City of Killeen (City).  This project has an estimated completion date of Spring 2020.  The WCID #1 water transmission main will end near the intersection of Trimmier and Chaparral.  The City needs to provide the infrastructure to deliver this water from that location to the City’s current water distribution system.  WCID #1 has requested that this infrastructure include an elevated ground storage tank. The 2012 Water and Wastewater Master Plan includes four projects in this area to store treated water from WCID #1, deliver water to the lower and upper pressure planes, and pump additional  water into the upper pressure plane.

 

On February 14, 2017, Freese & Nichols, Inc. (FNI) was awarded a Professional Service Agreement to design the South Water Supply Project (SWS).  Their agreement included the design, bid and construction management services for a 3 MG elevated ground storage tank, an 8 MGD pump station, approximately 32,100 LF of 20-inch and 30-inch pipeline, and associated appurtenances.  The construction of the SWS project is divided into a total of four (4) Phases.  The work represented by this bid and recommended to award for construction is Phase 1: approximately 3,000 linear feet of 20-inch water line along the South side of Chaparral Road.

 

On January 16, 2019, bids for construction of the SWS Phase 1:  Lower Pressure Plane Water Main were opened and read aloud.  Five (5) contractors submitted bids on this project.  The bids are as follows:

THE ALTERNATIVES CONSIDERED:

 

1.                     Reject all bids, and rebid the project.

2.                     Reject all bids and hold the project.

3.                     Award a contract to the lowest apparent bidder; Gary W. Purser Construction, Ltd.

 

Which alternative is recommended? Why?

 

City staff recommends Alternative #3 because Gary W. Purser Construction, Ltd. has the experience necessary to construct a water main system, and the City needs to provide the infrastructure to deliver this water from the WCID #1 location to the City’s current water distribution system.

What is the amount of the expenditure in the current fiscal year? For future years?

 

Funding for this project is available in the amount of $562,675.98 through the 2013 Water & Sewer Improvement Bond, South Water Supply Project, and account number 386-3495-800.58-47.  The amount of expenditure is available in the current fiscal year.

 

Is this a one-time or recurring expenditure?

 

Yes, the expenditure is a one-time occurrence for SWS Phase 1.

 

Is this expenditure budgeted?

 

Yes, the expenditure is budgeted in the 2013 Water & Sewer Improvement Bond.

 

Is there a sufficient amount in the budgeted line-item for this expenditure?

 

Yes, there is a sufficient amount in the budgeted line-item for this expenditure.

 

RECOMMENDATION:

 

City staff recommends that the City Council authorize the City Manager, or designee, to enter into an agreement with Gary W. Purser Construction, Ltd. to construct the South Water Supply Project, Phase 1: Lower Pressure Plane Water Main in the amount of $562,675.98, and that the City Manager, or designee, be expressly authorized to execute any and all changes within the amounts set by state and local law.
