SUBJECT: Agreement with Quick Roofing for roof replacement at Killeen Arts and Activities Center, Building G, in the amount of $181,126.32.
BACKGROUND AND FINDINGS:
On May 16, 2024, the city filed a claim with the Texas Municipal League (TML) for damage to several roofs, including the Killeen Arts and Activities Center (KAAC), Building G, after high winds and rain.
An adjuster was on site June 18, 2024. The initial claim amount from TML was significantly lower than the quotes received from two different TIPS roofing contractors. The initial TML quote was $90,248.00 for KAAC Buildings A and G. Staff received two (2) quotes for Building G from TIPS: Quick Roofing provided a quote in the amount of $181,126.32; and FSR submitted a quote for $206,500.00.
While working through the claim with the adjuster, there was a change in personnel at TML and a new adjuster was assigned to this claim. After bringing the new adjuster up to date, the amount of the quote from Quick Roofing was approved by TML.
Without the repair, the department risks contaminated/destroyed workspace, including recent renovations to accommodate the Finance Department.
Staff recommends acceptance of the quote from Quick Roofing, utilizing TIPS Contract #25010401, in the amount of $181,126.32 for the repair and replacement of the damaged roof at KAAC, Building G.
Purchases made through a cooperative contract are exempt from the competitive bidding process as stated in the Texas Local Government Code (TLGC) §271.102(c); A local government that purchases goods or services under this subchapter satisfies any state law requiring the local government to seek competitive bids for the purchase of the goods or services.

Yes, entering into an agreement with Quick Roofing conforms to city policy based on their TIPS Contract #25010401. Staff recommends the City Council authorize the City Manager, or their designee, to execute an agreement with Quick Roofing for roof replacement at the Killeen Arts and Activities Center Building G, the amount of $181,126.32 and authorize the City Manager or designee to execute any and all change orders as permitted by state and local law.
