BACKGROUND AND FINDINGS:
This Chaparral Road Traffic Signals is part of an interlocal agreement between Bell County and the City of Killeen. On January 20th, 2026, the City council approved the interlocal agreement for the bidding and construction of this project. According to the agreement the County will reimburse the city all costs for the construction of the signals.
The county’s consultants, Freese and Nichols, Inc, provided professional services for design and bids. All received bids were opened on April 29, 2026, and read aloud through zoom online video conferencing and are noted below.

THE ALTERNATIVES CONSIDERED:
1. Reject all received bids and do not move forward with the construction of Chaparral Road Traffic Signals project.
2. Award Bid 26-22, Chaparral Road Traffic Signals, to ATSCC in the amount of $420,000.00
Which alternative is recommended? Why?
Alternative 2 is recommended because the consultant Freese and Nichols, Inc, reviewed and recommended the contract to be awarded to ATSCC in the amount of $420,000.00 ATSCC has performed work on many signal projects in the past within the city and has shown to be a reliable and good contractor to work with

Funding for this project will initially be provided by the Governmental CIP Fund, with all project costs reimbursed by Bell County. The Year-End Budget Amendment will appropriate both the project expenditures and the corresponding reimbursement revenue.
Is there a sufficient amount in the budgeted line-item for this revenue/expenditure?
Upon approval of the Year-End Budget Amendment, sufficient appropriations will be established in the Governmental CIP Fund Local Reimbursement revenue account 300-43300-900-450-926047 and Governmental CIP Fund Traffic Signal expenditure account 300-56435-900-450-926047.
RECOMMENDATION:
Staff recommends that the City Council authorize the award of Bid No. 26-22, Chaparral Road Traffic Signals to ATSCC in the amount of $420,000.00, authorize the City Manager or his designee to enter into a contract with ATSCC, and authorize the City Manager to execute any and all change orders to the extent as allowed by State law.
