BACKGROUND AND FINDINGS:
The Stagecoach Reconstruction Phase 1 project was included in the Street Reconstruction Bond in Fiscal Year 2022 as a result of the previous pavement management program that prioritized streets needing replacement. The pavement condition of Stagecoach showed that the road degraded to such an extent that the solution to repair the road, in the most economically way, was full replacement.
The project includes replacement of the roadway between East Trimmier Road and W.S. Young Drive.
Pape Dawson provided professional services for the design and bidding for this project. All received bids were opened on February 20, 2025, and read aloud through Zoom online video conferencing and are noted below:

The total cost for the construction of the Stagecoach Road Reconstruction Phase 1 Project is $7,716,902.72.

This is a one-time expenditure.
Is this revenue/expenditure budgeted?
The project is partially funded in the 2022 Bond and Governmental CIP Funds. The remaining budget will be appropriated on the mid-year budget amendment going to City Council on April 15, 2025 as notated below.
If not, where will the money come from?
Approval of the mid-year budget amendment will fully fund the project.
Is there a sufficient amount in the budgeted line-item for this revenue/expenditure?
Funds are currently budgeted in the Governmental CIP Fund (300-56201-900-400-923012) in the amount of $418,498 and the 2022 Bond Fund (305-56201-900-400-923012) in the amount of $2,104,786. Additional revenue will be appropriated in the mid-year budget amendment to cover the contract as follows: $1,250,000 in the Governmental CIP Fund (300-56201-900-400-923012), and fund balance will be appropriated in the Street Maintenance Fund (225-56201-900-400-923012) in the amount of $3,943,619.
RECOMMENDATION:
Staff recommends that the City Council award Bid No. 25-22, for the Stagecoach Road Reconstruction Phase 1, to JHL Construction in the amount of $7,716,902.72, authorize the City Manager, or his designee, to enter a contract with JHL Construction, and authorize the City Manager, or designee, to execute any and all change orders.
The bid received was favorable and below the engineer’s estimate. The bid allows the City to construct Stagecoach Road within the available funds allocated for the project.
