BACKGROUND AND FINDINGS:
The City of Killeen purchased the current incinerator in 2007 and has exceeded its lifespan of 15 years. The current incinerator has stopped working, and we cannot obtain parts needed for repairs as it has been discontinued by the manufacturer. The equipment will be used by Animals Services to properly dispose of deceased animals, and by PD for drug burns.
A building will be required to house the incinerator to safeguard against external elements and ensure consistent ability to utilize the equipment in any weather. Animal services received a quote from J Poole Group from the CO-OP TIPS, Contract No. 240906.
The Cost of the new building will include the building itself, plumbing, slab of concrete, and electrical needed to run the new incinerator.

CONFORMITY TO CITY POLICY:
This purchase will be made through J Poole Group TIPS 240906. Purchases made through a contract are exempt from the competitive bidding process, as stated in Texas Local Government Code (TLGC) section 271.102, subchapter F, “a local government that purchases goods or services under this subchapter satisfies any state law requiring the local government to seek competitive bids for the purchase of the goods or services.

RECOMMENDATION:
City staff recommends that the City Council approve the Contract No. TIPS 240906 with J Poole Group for the Incinerator Building and authorize the City Manager or his designee to execute a contract for the construction of an incinerator building in the amount of $210,201.00.
