BACKGROUND INFORMATION
Notice was advertised Sunday, July 17, 2016, and Sunday, July 24, 2016, in the Killeen Daily Herald that the City of Killeen will receive sealed bids for the annual contract for water supply items. These items are used by the Water Division throughout the year to operate and maintain the water distribution system. On Wednesday August 10, 2016, at 2:00 p.m. bids were opened and read aloud in the City Hall Council Chambers.

Please see the attached agenda item (Bid 16-11 tabulation) for an itemized list of all supply items with the corresponding bid submissions received per vendor. The recommended vendors for specific items are highlighted in yellow. ACT Pipe & Supply and HD Supply Waterworks submitted identical bids on nine items. Due to quicker delivery times and better customer service, the Water and Sewer Materials Manager recommends the award of these nine items to ACT Pipe & Supply whose distribution warehouse is in Temple, Texas.
FISCAL IMPACT
The anticipated annual cost of the warehouse supply items is approximately $315,000 and will be charged to 550-0000-120.09-00, 550-3410-436.60-65, 550-3410-436.60-70, and 550-3410-436.60-75.
RECOMMENDATION
Staff recommends that the following vendors are awarded the corresponding bids and that the Interim City Manager is expressly authorized to execute any and all change orders within the amounts set by state and local law.
Section 1
Items 1 - 2: Ferguson Waterworks is the lowest bidder on these items. They met all bid requirements. Staff recommends that these items be awarded to Ferguson Waterworks.
Items 3 - 10: ACT Pipe and Supply is the lowest bidder on these items. They met all bid requirements. Staff recommends that these items be awarded to ACT Pipe & Supply.

Items 1 & 3: Zenner Performance Meters Inc. is the lowest bidder on these items. They met all bid requirements. Staff recommends that these items be awarded to Zenner Performance Meters Inc.
Items 2 & 4: Thirkettle Corporation dba Aqua Metric Sales Company is the lowest bidder on these items. They met all bid requirements. Staff recommends that these items be awarded to Thirkettle Corporation dba Aqua Metric Sales Company.
Item 5: ACT Pipe and Supply is the lowest bidder on this item. They met all bid requirements. Staff recommends that this item be awarded to ACT Pipe & Supply.
