SUBJECT:                     Authorize the execution of a professional services agreement with Kleinfelder, Inc., for environmental and geotechnical services, in the amount of $70,339.50                     

 

BACKGROUND AND FINDINGS:

 

The fiscal year (FY) 2023 Capital Improvement Plan includes the construction of the Parks Maintenance Building, Fleet Services Facility, and Police Evidence Storage Building and Parking Lot Expansion.  These projects were all included in the Certificate of Obligation Bond, Series 2023 that was approved on July 11, 2023.

 

The services proposed by Kleinfelder, Inc are in support of the three active design build projects. In order to help support the design and construction of these buildings, a geotechnical investigation is required for each location as well as a level one environmental study for the Fleet Services Facility.

 

Staff reached out to Kleinfelder Inc. for quotes on this proposal based on their ability to perform all the required work and prior work with the City of Killeen.  Staff has negotiated a formal agreement for these services in the amount of $70,339.50.

CONFORMITY TO CITY POLICY:

 

Pursuant to Texas Local Government Code (TLGC), section 252.022(a)(4), this item is exempt from the competitive bidding requirements, as it is an agreement for the procurement of processional services.

The fee for services is in the amount of $70,339.50.

RECOMMENDATION:

 

Staff recommends that the City Council authorize the City Manager or his designee to enter into a Professional Services Agreement with Kleinfelder, Inc. for environmental and geotechnical services, in the amount of $70,339.50, and that the City Manager, or his designee, is expressly authorized to execute any and all change orders within the amounts set by State and Local Law.
