BACKGROUND AND FINDINGS:
The FY 2022 Capital Improvement Plan includes the KCCC - HVAC System project as a funded project for design and construction with $1.2 million in ARPA funding.
The project includes the replacement of the HVAC System at the Killeen Civic and Convention Center.
Parkhill provided professional services for design and bid support. Staff then solicited bids for construction of the facility. All received bids were opened on March 26, 2024, and were read aloud through zoom online video conferencing and are noted below.

There were three contractors that submitted bids for the project. The qualified bidder based on the bid scoring selection was The Brandt Companies. The bid received included costs for the base construction that included the replacement of the HVAC System at the KCCC; Alternate 2, which includes the replacement of the outside Air returns and modifications to the ductwork; and Alternate 3, which includes the replacement of the electrical duct heaters. Alternate 1, which included the replacement of the controller was removed from the bid since it is currently being replaced. In review of available budget and immediate needs, it was determined to make the recommendation to award the bid for the base bid with both Alternate 2 and Alternate 3.
THE ALTERNATIVES CONSIDERED:
1. Reject all received bids and do not move forward with project
2. Award Bid 24-15 to The Brandt Companies for the construction of the HVAC Replacement at the Killeen Civic and Conference Center Project - Base Bid ONLY in the amount of $945,000.00
3. Award Bid 24-15 to The Brandt Companies for the construction of the HVAC Replacement at the Killeen Civic and Conference Center Project - Base Bid and Additional Alternate No. 2 in the amount of $1,038,000.00
4. Award Bid 24-15 to The Brandt Companies for the construction of the HVAC Replacement at the Killeen Civic and Conference Center Project - Base Bid, Additional Alternate No. 2, AND Alternate No. 3 in the amount of $1,448,000.00
Which alternative is recommended? Why?
Alternative 4 is recommended because:
a. The Brandt Companies is the lowest responsible bidder that submitted a complete bid package.
b. Parkhill, the design engineering firm on this project, reviewed and recommended the contract be awarded to The Brandt Companies in the amount of $1,448,000.00 for the Base Bid, Alternate No. 2, and Alternate No. 3.

The project conforms to all State and City purchasing policies.

RECOMMENDATION:
Staff recommends that the City Council award Bid No. 24-15, HVAC Replacement at the Killeen Civic and Conference Center, to The Brandt Companies, in the amount of $1,448,000.00 for the Base Bid and Alternate No. 2, and Alternate No. 3, and authorize the City Manager to execute any and all change orders in accordance with State law.
