BACKGROUND AND FINDINGS:

 

The City of Killeen’s network infrastructure supports all departments’ daily operations and transactions.  The network contains sensitive data including but not limited to resident information, property tax information, social security numbers, and police records.  Maintaining this data makes the City an attractive target for cybercriminals.  It would cost the City thousands of dollars if this data were compromised.

 

The Cisco Security Enterprise Agreement Enterprise Agreement provides tools needed to run a strong secure network.  It will allow the Information Technology Department to identify and block possible attacks before they happen.  It also minimizes recovery time from an attack limiting negative fiscal impact. 

 

The current Cisco Security Enterprise Agreement Plan expires in July 2024 however the addition of the SCADA Firewall necessitated a reevaluation of the plan.  Renewing this plan will synchronize the expiration dates for all security services and save $27,386.20 by doing so.

 

THE ALTERNATIVES CONSIDERED:

 

1.                     Do not renew the Cisco Security Enterprise Agreement Enterprise Agreement

2.                     Renew the Cisco Security Enterprise Agreement Enterprise Agreement

 

Which alternative is recommended? Why?

 

Staff recommends alternative 2; renew the Cisco Security Enterprise Agreement Enterprise Agreement to provide the most effective network security.  Without the Cisco Security Enterprise Agreement Enterprise Agreement, the City would be vulnerable to cybercriminals.

 

CONFORMITY TO CITY POLICY:

 

The Information Technology Department is seeking approval to renew the Cisco Security Enterprise Agreement Enterprise Agreement form Netsync through the Texas Department of Information Resources (DIR) contract.  Purchases made through a cooperative contract are exempt from the competitive bidding process as stated in the Texas Local Government Code (TLGC) section 271.102, subchapter F; a local government that purchases goods or services under this subchapter satisfies any state law requiring the local government to seek competitive bids for the purchase of goods or services.

This expenditure for FY23, FY24 and FY25 is $58,842.63

This is a recurring expenditure.

RECOMMENDATION:

 

Staff recommends that the City Council approve the renewal of the Cisco Security Enterprise Agreement Enterprise Agreement from Netsync using the Texas DIR contract TSO-4167 not to exceed $$176,527.88 and that the City Manager or designee be authorized to execute any change orders as permitted by state and local law.
