SUBJECT:                     Award RFP 26-29 to Cunningham Recreation for Conder & Marlboro Park Improvements.                     

 

BACKGROUND AND FINDINGS:

 

The City of Killeen solicited proposals through RFP 26-29 for construction improvements at Conder Park and Marlboro Park. The project is fully funded through the Community Development Block Grant (CDBG) program. The solicitation was released on June 1, 2026, and proposals were due on June 30, 2026.

 

The solicitation requested a complete turnkey installation, including labor, materials, equipment, supervision, certified installation, playground equipment, safety surfacing, concrete work, shade installation, drainage and grading improvements, site furnishings, restoration, warranties, and related incidentals.

 

Cunningham Recreation submitted a revised proposal dated August 7, 2026, in the amount of $528,664.08. The proposed improvements include:

 

Marlboro Park will receive new playground equipment and swings, along with sensory play components, poured-in-place safety surfacing, grading and drainage improvements, three benches, one trash receptacle, and restoration of disturbed areas. The existing shade structure will remain.

 

Conder Park will receive new playground equipment with accessible ramp and transfer elements, freestanding play elements and a swing, and a 40-foot by 40-foot shade structure. The scope also includes poured-in-place safety surfacing, concrete containment curb, drainage improvements, bench slabs, three benches, one trash receptacle, and restoration of disturbed areas.

The expenditure is $528,664.08.  Future year operating and maintenance costs are included in the budget, as these playgrounds will replace existing playgrounds.

 

Is this a one-time or recurring revenue/expenditure?

 

This is a one-time expenditure. Routine inspection, maintenance, and future surfacing or equipment repairs will be recurring operating costs.

 

Is this revenue/expenditure budgeted?

 

Yes.  Expenditures are budgeted in the Community Development Block Grant Fund in Program account 210-55124-500-520-412623.

 

If not, where will the money come from?

Is there a sufficient amount in the budgeted line-item for this revenue/expenditure?

RECOMMENDATION:

 

Staff recommends that City Council authorize the City Manager, or his designee, to approve awarding RFP 26-29 to PlayCore Wisconsin, Inc. d/b/a GameTime C/O Cunningham Recreation for Conder & Marlboro Park Improvements in the amount of $528,664.08, and authorize the City Manager, or his designee, to execute an agreement with Cunningham Recreation and any and all amendments/change orders within the amounts set by state and local law.
