Consider a memorandum/resolution authorizing the City Manager to enter into an interlocal agreement between the City of Killeen and the Central Texas Council of Governments (CTCOG) for pass through funding Services for a Household Hazardous Waste (HHW) event.

SUBJECT:                                Interlocal Agreement for Household Hazardous Waste Event                                         

 

BACKGROUND AND FINDINGS:

 

The City of Killeen Recycling Operations Division hosts annual Household Hazardous Waste ("HHW") events to provide residents a safe and legal means to dispose of a variety of caustic, corrosive, poisonous, and toxic materials commonly used in the home.  These events help protect our surface and underground water sources, provide for the recycling or reuse of certain potentially hazardous materials, and protect solid waste workers and equipment.  Funding from the CTCOG for the February 3, 2018, event will allow the citizens from the seven county CTCOG region to participate. 

 

The City of Killeen has a history of hosting HHW events going back more than a dozen years.  Some events have been sponsored by CTCOG with funds received from the Texas Commission on Environmental Quality and some sponsored solely by the City of Killeen.  The City of Killeen also has an interlocal agreement with the City of Harker Heights for participation in similar events.

 

As the City and much of the CTCOG region share a common watershed, it is desired that all CTCOG region residents be able to participate in the February 3, 2018, HHW Collection event.  The event will be held at the Killeen Special Events Center.  Entering into this interlocal agreement that provides for pass through funding of $20,000 toward the cost of the event will facilitate this opportunity.

 

THE ALTERNATIVES CONSIDERED:

 

The alternatives are:  (1) Conduct an event open solely to residents of the City of Killeen; (2) Conduct an event open to residents of the City of Killeen and the City of Harker Heights pursuant to the existing interlocal agreement; or (3) Enter into an interlocal agreement with CTCOG to help fund the event that will be open to all CTCOG region residents. 

 

Which alternative is recommended? Why?

 

Staff recommends the third alternative.  The City has been hosting HHW events using joint funding from the City and CTCOG periodically for over a decade.  The City will organize and host the event and pay in full or in part using CTCOG grant funds, for the receipt, processing, transportation, and disposal of the received hazardous materials.  This type of event is open to all residents of the CTCOG region.

FINANCIAL IMPACT:

 

What is the amount of the expenditure in the current fiscal year? For future years?

 

The cost of conducting each event varies, primarily dependent on the number of residents served.  The estimated cost to the City of Killeen for the February 3, 2018, event is approximately $17,000.

 

Is this a one-time or recurring expenditure?

 

This is a recurring expenditure in that the City hosts multiple events.

 

Is this expenditure budgeted?

 

Yes

 

If not, where will the money come from?

 

N/A

 

Is there a sufficient amount in the budgeted line-item for this expenditure?

 

Funds are available in account 540-3470-439.50-40, Designated Expenses / Refuse Disposal Costs.  Entering into the proposed interlocal agreement may provide sufficient funding for an additional 2018 HHW event.

 

RECOMMENDATION:

 

Staff recommends that the City Council authorize the City Manager to sign the interlocal agreement between the City of Killeen and the Central Texas Council of Governments for pass through funding of $20,000 for a regional HHW event.
