BACKGROUND INFORMATION
On June 26, 2015, the Planning and Economic Development Division received a voluntary petition for annexation from RSBP Inc. for 161.022 acres located southwest of the intersection of Clear Creek Road (S.H. 201) and Old Copperas Cove Road. In accordance with Texas Local Government Code Section 43.065, the City Council directed the City Manager to prepare a service plan that provides for the extension of full municipal services to the subject area at its regular meeting of August 11, 2015. The purpose of the public hearing is to ensure that a draft annexation service plan is available for review by citizens and the owners of the affected area in the upcoming public hearings. The draft annexation service plan and exhibit illustrating the annexation area is provided as part of this action.
DISCUSSION/CONCLUSION
Texas Local Government Code section 43.063(a) requires that two public hearings be conducted at which persons interested in the annexation are given the opportunity to be heard. The hearings must be conducted on or after the 40th day but before the 20th day before the date of the institution of the proceedings. This is the first of two public hearings to be held on August 25, 2015 and September 1, 2015. A draft annexation service plan for the area has been prepared and is available to the owners of the annexation area.

RECOMMENDATION
Staff recommends the City Council move forward with the second annexation public hearing to be held on September 1, 2015.
