SUBJECT: Authorize a professional services agreement with Walker Partners for the design of the W.S. Young Drive & I-14 Intersection Drainage Improvement Project in the amount of $68,700.00.
BACKGROUND AND FINDINGS:
The FY 2021 Capital Improvement Plan includes the I-14/Trimmer & W.S. Young Drive Improvements. This project was to improve the existing drainage at the northeast corner of the intersection of W.S. Young and the I-14 frontage road, and the northwest corner of Trimmier and the I-14 frontage roads. The recent construction of the First National Bank, in the northwest corner of the intersection of Trimmier and I-14 frontage road, addressed the first location. The remaining location of W.S. Young and I-14 still needs to be improved. The proposed project addresses this by including undergrounding the existing open concrete ditch section with pipe and junction box structures. The area will then be improved with the completion of the gap in the concrete sidewalk along W.S. young, accessible ramps at the intersection corner, and landscaping.
Staff requested quotes from two consultants that included Halff Associates and Walker Partners. City staff selected Walker Partners based on their experience in designing similar projects. City staff has negotiated a professional services agreement with Walker Partners for the design of the W.S. Young Drive & I-14 Intersection Drainage Improvement Project in the amount of $68,700.00
THE ALTERNATIVES CONSIDERED:
(1) Delay the design and construction of the W.S. Young Drive & I-14 Intersection Drainage Improvement Project.
(2) Authorize the execution of a professional services agreement with Walker Partners for the design of the W.S. Young Drive & I-14 Intersection Drainage Improvement Project in the amount of $68,700.00.

Staff recommends alternative 2, which is to authorize the execution of a professional services agreement with Walker Partners for the design of the W.S. Young Drive & I-14 Intersection Drainage Improvement Project in the amount of $68,700.00. Walker Partners have submitted a fair and reasonable proposal for their engineering service and has a good prior project delivery history with projects like this one.

RECOMMENDATION:
Staff recommends that the City Council authorize the City Manager to execute of a professional services agreement with Walker Partners for the design of the W.S. Young Drive & I-14 Intersection Drainage Improvement Project in the amount of $68,700.00, and that the City Manager, or his designee, is expressly authorized to execute any and all change orders within the amounts set by State and Local Law.
