SUBJECT: Procurement of Crane Body for Public Works Water Distribution

BACKGROUND AND FINDINGS:

As part of the approved FY 2022 Fleet Replacement Program purchases, there was a Chevrolet C5500 truck chassis ordered. Due to a manufacturer delay, as a result from the pandemic, it took 20 months for the order of the truck chassis to be fulfilled. Now that the truck chassis has arrived the crane body needs to be purchased and installed on the unit. Quotes were solicited from four vendors. Caldwell Country Chevrolet offered the crane body at $126,850.00 with a 10-month delivery. Silsbee Ford offered the crane body at $119,537.60 with a 6-week delivery. Rush Trucks and Grapevine Dodge did not submit a quote.

CONFORMITY TO CITY POLICY:

The purchase of the crane from Silsbee Ford is based off of the TIPS (The Interlocal Purchasing System) purchasing cooperative contract #210907. Purchases made through a cooperative contract are exempt from the competitive bidding process as stated in Texas Local Government Code (TLGC) section 271.102, subchapter F.
