SUBJECT: Interlocal Agreement for Cemetery Management and Operation Services for the Texas State Veterans Cemetery

BACKGROUND AND FINDINGS:

Texas Government Code, Chapter 791, authorizes local governments to contract for governmental functions. The Texas State Veterans Cemetery is currently managed by the General Land Office and Veterans Land Board using contract employees.

This agreement will allow for the City of Killeen to assume responsibility for cemetery management and operation services to include absorbing the current employees into the City of Killeen employment. The Board will retain ownership and responsibility for all of the Veterans' Cemetery assets including, but not limited to, all buildings, real property, capital expenditures, an any other piece of equipment or asset the cost of which is borne by the Board.



THE ALTERNATIVES CONSIDERED:

1. Do not authorize entering into an ILA with the General Land Office and Veterans Land Board.
2. Authorize entering into the ILA with the General Land Office and Veterans Land Board.

Which alternative is recommended? Why?

Alternative two is recommended allowing for the continued cemetery management of the Texas State Veterans Cemetery.

CONFORMITY TO CITY POLICY:

The City of Killeen's Financial Management Policy recognizes City Council's ability to approve interlocal agreements authorized by Texas Government Code, Chapter 791.

FINANCIAL IMPACT:
