SUBJECT: Authorize the award of Bid No. 23-21, E. Trimmer Road Bridge Repair, to JHL Construction in the amount of $387,882.50
BACKGROUND AND FINDINGS:
This project was included in the Capital Improvement Plan as a project in FY 2021 as a result of deficiencies found during a bridge inspection performed by TXDOT. It was found during the inspection that the southeast wingwall was separated and needed to be replaced due to the lack of support to the adjacent roadway. During the design of the project, it was also found that the northwest wingwall was starting to fail and needed to be replaced with this project.
The project includes replacement of both the northwest and southwest concrete wingwalls of the bridge. The project will also perform minor grading along the ditch and remove excess debris.
Freese and Nichols, Inc. provided professional services for design and bids. All received bids were opened and read aloud through zoom online video conferencing and are noted below.

Alternative 2 is recommended because:
a. JHL Construction is the lowest responsible bidder.
b. Friese and Nichols, Inc, the design engineering firm on this project, reviewed and recommended the contract be awarded to JHL Construction., in the amount of $387,882.50.
