SUBJECT: Award RFQ 22-42 and Authorize the execution of a Professional Services Agreement with Martinez Architects for the Design of the Emergency Operations Complex & Fire Station #4

BACKGROUND AND FINDINGS:

The FY 2022 Capital Improvement Plan includes the Emergency Operations Complex (EOC) project as a funded project for design and construction with $11.9 million in ARPA funding. On May 3, 2022, the City Council approved a motion of direction moving FY 2021 excess fund balance from the General fund to the Governmental CIP fund allowing construction of a new Fire Station #4 (the city's ninth fire station). On June 14, 2022, the City Council approved the land purchase from the Killeen Independent School District to accommodate both the EOC project and Fire Station #4.

The project includes the design and construction support of a multi-use facility that includes combined fire and paramedic response operations, fire training, fire support services, Emergency Operations Center offices, training classrooms, supply rooms, and a maintenance building.

The City requested formal proposals through an advertised Request for Qualifications process. On November 7, 2022, city staff interviewed two consultant applicants that included Martinez Architects and Brinkley Sargent Wiginton Architects. City staff selected Martinez Architects based on their extensive experience in designing Fire support and EOC facilities. City staff has negotiated a professional services agreement (PSA) with Martinez Architects, Inc. for the design of the Emergency Operations Center/Fire Station #4 Complex in the amount of $1,305,000.00.
